Start out at Pie's Coffee & Pie shop. Find her cutout & touch for the hud. You must wear the hud before you find the missing pie pieces.
Then search the all over the sim to find all the pieces, 5 parts if I recall.
Once you have all the pieces you get this lovely dress.
This hunt is on indefinately.
